Affirming the district court dismissal of a suit brought under the Fair Credit Reporting Act against the National Park Service alleging that they violated the act by failing to redact the plaintiff's debit card expiration date from a receipt for entry into Yellowstone National Park because her complaint made only conclusory allegations that her subsequent stolen identity was traceable to the Park Service's alleged violation of the Act and granting leave to amend would be futile since the Act doesn't waive the federal government's sovereign immunity from the plaintiff's suit.
