US v. Walker River Irrigation District, 15-16478

Reversing a district court order dismissing on res judicata grounds an action brought by the US and a Native American tribe against an irrigation district concerning water rights because the court retained jurisdiction to litigate additional rights under the original 1936 Decree, but erred in finding the counterclaims to be part of a new action and in dismissing the action without first giving the parties an opportunity to be heard on the issue.
