Reversing the district court grant of summary judgment to a defendant police sergeant accused of manufacturing evidence that resulted in a man spending nearly twenty years in prison for murder and affirming the grant of summary judgment as to police inspectors whose photo lineup was not so coercive that it rose to the level of fabricated evidence.
