Affirming a district court order granting a defense motion to dismiss and denying motions for reconsideration and leave to amend their third amended complaint in a complaint alleging that the Los Angeles Department of Water and Power terminated his employment on a probationary promotional position without due process in violation of the Fourteenth Amendment holding that the plain language of the Los Angeles Charter, Civil Service Rules, and precedent established that they lacked a protected property interest.
