Affirming a district court grant of summary judgment to the US, which brought an action to halt the racially discriminatory policing policies instituted by former Sheriff Arpaio holding that the Civil Rights Act authorized policymaker liability, that Arpaio acted as the final policymaker in the policy, and that the district court properly applied the issue preclusion bar to prevent the County from relitigating the stop policy's lawfulness since it was bound by prior adverse findings.
