Affirming the district court's summary judgment on Fourteenth Amendment claims against Los Angeles Department of Animal Control officers and state law claims as to all defendants and vacating summary judgment on Fourth Amendment claims against the officers and constitutional claims against the City of Los Angeles in the case of the warrantless seizure and euthanization of eighteen pigeons, a crow, and a seagull kept by a homeless man as pets.
