Reversing the district court's summary judgment to the defense in Title VII Civil Rights Act claims because the 90 day period for filing civil suit following the exhaustion of administrative remedies begins when they are given notice of the right to sue by the Equal Employment Opportunity Commission rather than when a person becomes eligible to receive a right to sue notice, that untimely charges could be included provided they were shown to be part of the timely filed hostile work environment claim, but affirming summary judgment as to claims based on discrete discriminatory and retaliatory acts occurring after the filing of the first charge in a suit brought by a hairdresser at a Marine Corps Base against her managers for sexual harassment.
