Affirming the district court grant of summary judgment to the defense in an action under the Fair Debt Collection Practices Act because the plaintiff did not establish that flat rating, in which a third party sends a delinquency letter to a debtor portraying itself as a debt collector when it has no real involvement in the debt collection effort, occurred in violation of the law because the defendants were meaningfully participating in the debt collection.
