Affirming the district court's judgment dismissing the challenge of the constitutionality of the California Revenue and Tax Code's list of the top 500 delinquent state taxpayers and the California Business and Professions Code providing for the suspension of the drivers license of anyone on the top 500 list because existing procedures to challenge the amount of tax delinquency was available either before or after the deprivation of a drivers license.
