Granting a petition for the review of a Board of Immigration Appeals decision finding a man statutorily ineligible for withholding of removal because he was convicted of a particularly serious crime and vacating and remanding the case because the BIA position that the petitioner's mental health could not be considered when determining whether he committed a particularly serious crime was contrary to congressional intent.
