Affirming the district court denial of a motion to enjoin the government prosecution of two defendants for marijuana cultivation because a congressional prohibition on the Department of Justice's use of appropriated funds to prevent states from implementing laws to legalize the plant didn't limit its ability to enforce federal drug laws on federal land.
