Reversing the district court's sua sponte dismissal of a complaint for damages alleging constitutional violations during a traffic stop in which the panel held that the allegations that the officers beat the crap out of the plaintiff was not vague or conclusory and that even if he prevailed in his claim it would not upset his criminal conviction.
