Affirming the determination by the Defense Contract Audit Agency and the Merit Systems Protection Board's determinations that actions taken against a former employee were not in retaliation for whistleblowing because they carried their burden of establishing by clear and convincing evidence that they would have taken the same actions absent any whistleblowing activity.
