Amending an opinion which had affirmed the district court's denial of a habeas corpus petition seeking a custody redetermination while awaiting the outcome of administrative proceedings to determine the petitioner's reasonable fear of returning to El Salvador because no bond hearing is required under detentions of aliens subject to reinstated removal orders.
