Reversing the district court's dismissal of a complaint requesting the adjudication of naturalization applications, denied by the district court on account of their removal proceedings, but the bar on the consideration of applications for naturalization only applied to the executive branch's adjudication of naturalization applications and only when removal proceedings were pending pursuant to an arrest warrant, neither of which was the case in this instance.
