Reversing a district court order granting a motion to dismiss a railroad's counterclaims in class action suits by landowners challenging their ability to lease land for a petroleum pipeline because the General Railroad Right-of-Way Act did not limit right of way for railroad purposes and holding that the pipeline had a sufficient incidental use to support a railroad purpose.
