Affirming the district court dismissal of claims brought under Washington state law seeking compensation for telecommunications services the plaintiff provided AT&T and Verizon during a period when it hadn't entered into a negotiated compensation agreement nor filed a valid tariff setting rates for the services with the Federal Communications Commission and their equitable claims were preempted by the Communications Act.
