Affirming the district court's determination that 149 non-citizens who were released from immigration detention pending the final determination of whether they will be removed had a substantial privacy interest that qualified them to a FOIA exemption for the release of their names to the treasurer of the National Border Patrol Counsel after USA Today sought information about detainees that had been released due to the agency's fiscal uncertainty.
