Affirming summary judgments for the State and that the plaintiff lacked standing to pursue claims for injunctive relief, but reversing summary judgment to the County on the plaintiff's ADA and statutory claims for compensatory damages in the case of a deaf man alleging that the State and County failed to provide him with an ASL interpreter at an arraignment or to communicate effectively at pretrail detainment and supervision.
