Vacating a district court summary judgment granting qualified immunity to a police officer in the case of an allegation that they failed to intercede to stop an assault on the plaintiff by hotel security guards during an event where the hotel had hired the officer as a special duty officer for a private event because, although he was permitted to wear his uniform to the event, the Department considered him off-duty while working there.
