Miller v. City of Portland, 14-35783

Reversing a district court order denying the award of attorney's fees to the plaintiff in a case involving the use of excessive force by police officers that resulted in an aborted pregnancy after the receipt of a de minimus judgment that wouldn't qualify for attorney's fees under the statute relating to Fourth Amendment violations, but since the award was made pursuant to a Rule 68 Offer the claim was predicated on contract, rather than constitutional, legal reasoning.
