Andrews v. Davis, 09-99012

Reversing the district court's grant of relief in an ineffective assistance claim because the California Supreme Court did not unreasonably apply precedent in concluding that counsel's failure to investigate and present additional mitigating evidence at penalty phase in a capital murder trial did not prejudice the defendant, dismissing as unripe a challenge to the use of lethal injection, denying an appeal for uncertified claims, and holding that the district court did not abuse its discretion in denying a motion for an evidentiary hearing.
