Dismissing a qui tam lawsuit under the False Claims Act because the appeal was untimely and the court lacked jurisdiction as a result because the plaintiff's post-decision motion was, in substance, merely a motion to stay the entry of judgment which, in itself, did not toll the time for filing a notice of appeal.
