Granting a petition for review, vacating an order denying withholding of removal, and remanding for further consideration in light of the decision in the case of a Salvadoran petitioner seeking asylum whose claim was denied and the BIA decided that federal regulation provided no appeal from the Immigration Judge's negative reasonable fear determination, holding that the district court could review the decisions and that the materials and court statements about jurisdiction and final orders were confusing and misleading.
