In a petition for writ of mandamus relief regarding the United States District Court for the Southern District of California's policy of routinely shackling all pretrial detainees in the courtroom, the petition is denied where although the district court's shackling policy was found to be unconstitutional, the issuance of a formal writ of mandamus was withheld because the shackling policy was not then in effect.
