In a Mexican citizen's petition for review of a Board of Immigration Appeals' (BIA) denial of asylum, withholding of removal, and protection under the Convention Against Torture, the petition is granted where evidenced adduced before the BIA satisfied long standing evidentiary standards for establishing past persecution and compelled the conclusion that petitioner suffered past persecution that the Mexican government was unable or unwilling to control.
