Fowler Packing Co. v. Lanier, 16-16236

In an action involving an equal protection claim and a bill of attainder claim, the district court’s judgment is (1) reversed where justification for dismissal of an equal protection claim would not survive rational basis scrutiny, and (2) affirmed where the dismissal of the bill of attainder claim contains “carve-outs” that do not impose punishments upon a plaintiff.
