In a constitutional action, challenging California law banning state-licensed mental health providers from engaging in sexual orientation change efforts (SOCE) with minor patients, the district court's grant of judgment on the pleadings to defendants is affirmed where: 1) California's ban does not violate the Establishment Clause or the Free Exercise Clause; and 2) plaintiffs' privacy claim is foreclosed because substantive due process rights do not extend to the choice of type of treatment or of a particular healthcare provider.
