Sentence for second degree and felony murder, arising from the gang rape and murder of the hitchhiking victim, and imposed after defendant's prior sentence was vacated under Miller v. Alabama, 132 S. Ct. 2455 (2012), is vacated once more where the district court's refusal to appoint a neuropsychological expert under 18 U.S.C. section 3006A(e) to help defendant develop mitigating evidence was an abuse of discretion.
