Lowry v. City of San Diego, 13-56141

In a civil rights action, arising after a police dog pounced on plaintiff and tore open her upper lip following her accidental tripping of a burglar alarm at her office, the district court's grant of summary judgment to defendant is reversed where a reasonable jury could fine that the force used was excessive and defendant city concedes the force employed conformed with its policy for training its police dogs.
