In a False Claims Act suit, alleging that Raytheon Co. failed to comply with contractual requirements, fraudulently covered up noncompliance, and improperly billed the government for erroneous and incomplete work while building an environmental satellite system, the district court’s dismissal is reversed where relator’s complaint was not barred by the public disclosure rule because it was not substantially similar to prior public reports on the matter.
