In an immigration action, the Board of Immigration Appeal (BIA)'s decision that petitioner, a gay man and Mexican citizen who was sexually abused by family members in Mexico, failed to show that the Mexican government was unwilling or unable to control those who perpetrated such acts is affirmed where substantial evidence supported the BIA's denial of petitioner's asylum claim.
