Public Integrity Alliance v. City of Tucson, 15-16142

In an action challenging the constitutionality of Tucson's "hybrid system" for electing its city council, using ward-based primaries but city-wide general elections, the district court's judgment for defendant is reversed where the Equal Protection Clause requires an otherwise eligible voter to have an equal opportunity to participate in the primary and general election cycle through which a candidate is selected.
