Northwest Requirements Utilities v. Powerex Corp., 13-70391

In an action brought by wholesale electricity customers seeking review of FERC orders that require the Bonneville Power Administration, a federal agency that both markets electricity and operates a large portion of the transmission grid in the Pacific Northwest, to provide transmission services on terms "not unduly discriminatory or preferential," the petitions for review are denied where petitioners lacked statutory standing to pursue their claims because they were not "aggrieved" within the meaning of Federal Power Act section 313(b) and Administrative Power Act section 10.
