In a civil rights action brought under state and federal law by a pretrial detainee who was attacked by another arrestee and suffered serious harm, the district court's judgment is: 1) affirmed as to the ruling that individual defendants were not entitled to qualified immunity and that there was sufficient evidence for the punitive damages award; and 2) reversed as to ruling in favor of plaintiff's claim under Monell v. Dep't of Soc. Servs., 43 U.S. 658 (1978).
