District court’s decision forfeiting Canadian defendant's $132,245 for failure to report the currency when crossing the US border and for bulk cash smuggling is affirmed, where, compared to the gravity of defendant's offense, the forfeiture of all $132,245 did not violate the Excessive Fines clause of the US Constitution.
