Summary judgment in favor of defendant-prison officials in an action brought by plaintiff-inmate under the Religious Land Use and Institutionalized Persons Act alleging that defendants violated his constitutional rights when they curtailed his opportunities for chapel access because he allegedly was using the chapel to carry on relationships with prison guards, is affirmed, where: 1) plaintiff cannot seek damages under the Religious Land Use and Institutionalized Persons Act against defendant-prison officials in their individual capacities; and 2) the district court properly dismissed plaintiff's claims alleging he was retaliated against in violation of his First Amendment rights because there was insufficient evidence to create a material issue of fact as to a retaliatory motive.
