United States Ninth Circuit
Ragasa v. Holder, 12-72262
A petition for review of the Board of Immigration Appeals' (BIA) decision finding that petitioner did not establish United States citizenship by adoption, and that he was removable because of his Hawaii state court drug conviction is granted, where: 1) under the law in effect at the time of the relevant events petitioner did not acquire citizenship from his adoptive parents; but 2) petitioner is not removable because his conviction for attempted promoting a dangerous drug does not constitute a removable offense.
