The district court's grant of a preliminary injunction preventing Hawai'i from reducing state-paid health benefits for nonimmigrant aliens residing in Hawai'i under a Compact of Free Association with the United States, is vacated and remanded, where Hawai'i has no constitutional obligation to fill the gap left by Congress's withdrawal of federal funding under the cooperative state-federal Medicaid plan; and 2) its decision not to do so is subject to rational-basis review.
