Big Lagoon Rancheria v. State of California, 10-17803

The district court's order that defendant-State negotiate with plaintiff under the Indian Gaming Regulatory Act (IRGA) to allow plaintiff to operate a casino on an eleven-acre parcel of land is reversed and remanded, where defendant-State did not violate the IRGA by failing to negotiate in good faith for a tribal-state gaming compact with plaintiff because the eleven-acre parcel does not qualify as "Indian lands" under the IGRA.
