US v. Shoulder, 10-30072

Defendant's conviction for failing to comply with the registration requirements set forth in the Sex Offender Registration and Notification Act (SORNA) is affirmed, where: 1) application of the SORNA registration requirements to defendant on the basis of his earlier conviction does not violate the Ex Post Facto Clause; 2) because defendant received notice of his obligation to register under Montana law, he received all the notice the Due Process Clause requires; and 3) Congress acted within its enumerated powers in enacting SORNA and applying it to individuals like defendant.
