A petition for review of a decision of defendant Department of Housing and Urban Development (HUD) to withhold overpayments made to the plaintiff under the federal rent-subsidy program for Indian Tribes and Tribal Designated Housing Entities, is dismissed, where defendant HUD had taken no "action" pursuant to 25 U.S.C. section 4161(a), so there is no jurisdiction to entertain the appeal.
