MHC Financing v. City of San Rafael, 07-15982
Judgment holding that defendant's mobile home rent regulation was an unconstitutional taking is: 1) reversed in part, where the Ordinance did not constitute a Penn Central regulatory taking, was rationally related to a conceivable public purpose, did not amount to a private taking, nor did it run afoul of substantive due process; but 2) affirmed in all other respects.
