Dismissal of action brought by plaintiffs, federally funded healthcare clinics, alleging defendant incorrectly calculated payments for Medicaid-covered pharmacy services provided to dual-eligible Medicare beneficiaries who also receive Medicaid, is: 1) affirmed in part, where Eleventh Amendment bars the plaintiffs' claims for retroactive monetary relief; and 2) reversed in part and remanded as to the claims alleging prospective relief, to allow the district court to assess whether the clinics may proceed with those claims pursuant to the Ex parte Young doctrine.
