Judgment for defendant in 1983 action alleging that defendant city council’s practice of opening its meetings with privately led prayers effected an unconstitutional establishment of religion is affirmed where the district court correctly determined that neither the bishop's April 27 invocation which made one reference to Jesus, nor the defendant's prayer policy constituted an unconstitutional establishment of religion.
