Petition for a writ of mandamus filed by petitioner-victims pursuant to the Crime Victims' Rights Act seeking restitution is: 1) denied in part, where the district court did not err in imposing a proximate cause requirement when applying 18 USC section 2259(b)(3); but 2) granted in part and remanded, where the district court abused its discretion in refusing to order any restitution because petitioners provided sufficient evidence to establish a causal connection between defendant's offense and petitioners' losses.
