Preliminary injunction prohibiting defendant from coming within a specified distance of vessels involved in plaintiff's Arctic Outer Continental Shelf exploration and from committing various unlawful and tortuous acts against those vessels is affirmed, where: 1) the action presents a justiciable case or controversy; and 2) the district court had jurisdiction to issue its order, and it did not abuse its discretion in doing so.
