Summary judgment for defendants is reversed and remanded, in 1983 action challenging defendants' camping and sleeping ordinances, where: 1) plaintiffs, homeless persons against whom the ordinances have been enforced, asserted as a legal wrong an allegedly illegal act by an adverse party, the defendant city's allegedly unconstitutional enforcement of the ordinances, so the claims for retrospective relief were not barred by the Rooker-Feldman doctrine; and 2) the claims for prospective relief claims had not been mooted by defendants' voluntary conduct.
