Charles v. City of Los Angeles, 10-57028

In plaintiffs' suit challenging the validity of a city ordinance requiring a building permit for all temporary signs other than those containing "a political, ideological or other noncommercial message," and seeking a declaratory judgment that their proposed E! News billboard and all other signs they intended to display are exempt from the city's permitting requirements for temporary commercial signs, district court's judgment that plaintiffs' sign constitutes commercial speech is affirmed where, while certain limited exceptions to the commercial speech doctrine are required in order to safegaurd First Amendment values, there is no need for a categorical rule according noncommercial status to all truthful advertisements for expressive works.
