In plaintiffs' appeal of the United States Citizen and Immigration Services' (USCIS) denial of their requests for priority date retention under the Child Status Protection Act (CSPA), the district court's grant of summary judgment in favor of the government is reversed where the plain language of the CSPA unambiguously grant automatic conversion and priority date retention to aged-out derivative beneficiaries.
